5　Single Project Construction Quality Evaluation

5.1　Basic Requirements

5.1.1　A quality evaluation shall be carried out respectively for the single project，such as the civil works，boiler unit，steam turbine generator unit，thermal instrument and control equipment，pipes and system，the water treatment and hydrogen production equipment and system，the welding project，the processing & preparation and the erection of the electrical devices and so on，in any thermal power generation project.

5.1.2　As for a single project such as the boiler unit，steam turbine generator unit，thermal instrument and control equipment，pipes and system，water treatment and hydrogen production equipment and system，the processing & preparation and the erection of the electrical devices and so on in any thermal power generation project，the evaluation shall be carried out according to requirements of the corresponding Sections of DL/T 5210，respectively.

5.1.3　As for any high-quality requirement project，the owner shall organize the related parties to formulate the quality objectives，implement the target management and prepare the quality plan to clarify responsibilities for the related parties，strengthen the process control and the quality inspection and acceptance in different stages.

5.1.4　In any single project evaluation，the construction company shall carry out self inspection according to provsions.The owner shall organize the supervision company or other evaluation institutions to carry out the evaluation and to deliver an evaluation report with reference to the analysis of evaluation results summary.

5.1.5　Any single project evaluation shall be carried out after all the unit projects acceptances have been qualified.

5.1.6　The comprehensive inspections shall be carried out to the project material entity quality and technical documents for any single project evaluation.

5.1.7　The evaluation of a boiler single project construction quality shall be carried out according to five project sections（scopes），respectively，which are the boiler proper erection and pressure decay test for utility boiler；the boiler dust precipitator，desulfurization and denitrification equipment erection；boiler auxiliary machinery erection；the coal handling equipment，fuel oil equipment，pipe erection，as well as the boiler setting，equipment & pipe insulation and painting.

5.1.8　As for evaluation of every project section（scope），six evaluation items have to be included，，which are the site quality assurance conditions，performance test，quality records，size deviation and limited value（s）actual measurement，mandatory provisions implementation situations and the appearance quality，respectively.The corresponding weight value shall be given as for each evaluation item in accordance with its the amount of work and importance in the project section（scope）.

5.1.9　A number of evaluation contents shall be set under every evaluation item；and a standard scores shall be regulated for every evaluation content according to their importance.During the implementation of construction quality evaluation，each evaluation content shall be evaluated as levels I，II and III，which shall be given a scores according to 100%，85% and 70% of corresponding standard scores，respectively.

5.1.10　More attention shall be paid to implementing the scientific management，strengthening the engineering quality control and enhancing the management mechanism and continuous improvement ability for the project quality evaluation.

5.1.11　An emphasis of the project quality control shall be focused on the following，such as the raw material inspection，process working procedures quality control and function effect testing as well as the enhancement of the management efficiency and operation skills.

5.1.12　More attention shall be paid to science and technology progress，environmental protection and other advanced technologies application during the project construction quality evaluation process.

5.1.13　Total score for any single project quality evaluation shall be≥85 scores；when the total score is＞92 scores，the single project shall be evaluated as a high quality excellent project.
