Preface
Global warming, energy crisis and the industrial energy contradiction get more prominent, the development of low carbon economy is particularly urgent.Thus, how to help contruction enterprises to avoid the resulting risk is the key.
Firstly, the work analyzes the carbon emissions and Low carbon Technology(LCT)innovation, energy conservation and emissions reduction potential from a macro background perspective;secondly, the work employs a structural equation model to analyze the restriction factors;thirdly, a game model based a principal-agent theory are conducted to explore the LCT innovation factors and its interac-tion.Moreover, the work adopts a system dynamics(SD)model to simulate the technique innovation driving forces on the implementation of low carbon(LC)performance;finally, theworkdiscussesthepathtorealizetheLC transformation.Results found that:
The emissions reflects as fo llowing pattern:the emissions in China are high in the east and north area but low in the west and south area.The carbon intensity appears a law of declination gradually from north to south.The provincial differ-ence shows the tendency of decrease.The greatest influential factor is the coal consumption.Energyconsumptionisthemaincausefortheemissions.Construction has less dependence on fossil fuels, energy intensity fell on con-struction industry plays a role of promoting carbon reduction, but can't get rid of the path dependence of fossil energy.
The consumer consciousness are the weak awareness of LC buildings and public understanding.The incentive policy is not perfect and calls for an enhance-ment.The enterprise capital source shortage, high cost of enterprise is the main bottleneck of restricting enterprise in sustainable construction projects.Technical factors affecting the enterprise enough for new technology, to develop LC build-ings, solve technical problems is the key.Policy factor to the technology affecting path coefficient is the largest one.
Government and enterprises have different driving factors respectively.The attitude and behavior are not identical.Different attitude toward risk aversion brings different utility.Government has played a very important role.Due to the existence of the external economy, the market can't be resourced in an optimal configuration.Government needs to take a series subsidies to solve the problem of externaleconomic effects.Under environmental regulation, the enterprise should abide by the relevant government regulations, achieve regulation of carbon emis-sions, and actively participate in the carbon trading mechanism.
The primary driving force of LCT innovation are“competition and economic profit”.In different subjects to participate in LCT innovation plays a different role in the process, the realization of the LCT innovation is based on the construction unit, drive the design units, construction units and building materials manufac-turers linkage of a dynamic system integration innovation process.Government is the main trigger.
Finally, the paper establishes a carbon emissions trading market, from the collaborative management, policy guidance and the innovation of management system reforms, increasing inputs, innovation driver, etc.it requires to make full use of carbon trading and energy premium opportunities, expand technical drivers and market driver, to further boost our country's relevant industries of LC transi-tion.
To sum up, the construction industry is the key for the transformation of LC economy.It is not just a traditional“techno-enabled“myth but also need to im-prove the energy efficiency and performance of innovation by means of an“invisi-ble hand”.
