On the Definition of Wages and the Practical Standard

Abstract: Many items of payment are based on wages sums, but there is yet no clear regulation that defines wages. In judicial practice, the decisions vary from courts to courts. In matters such as the statistic scope and applicable targets of local average wages, or which items should be removed from the composition of minimum wages, it seems that the local governments have huge the power on decisions. However, there is no comparability between different regions. The unified standard shall be enacted as soon as possible to make sure the employees and the employers share the same rights and interests between different regions respectively.
